Rotate a string left by a specified number of positions. If positions exceeds the string length, use modulo to calculate the effective rotation.
Examples:
Input: text = 'abcdef', positions = 2
Output: 'cdefab'
Explanation: Move first 2 characters to the end
Input: text = 'hello', positions = 7
Output: 'llohe'
Explanation: 7 % 5 = 2, so rotate by 2 positions
Input: text = 'test', positions = 0
Output: 'test'
Explanation: No rotation needed
