Create a method that divides a list of elements into smaller chunks of a specified size. Return a list of lists where each inner list contains at most the specified number of elements.
Examples:
Input: items = [1, 2, 3, 4, 5, 6, 7], chunkSize = 3
Output: [[1, 2, 3], [4, 5, 6], [7]]
Explanation: The list is divided into chunks of size 3, with the last chunk containing fewer elements
Input: items = ['a', 'b', 'c', 'd'], chunkSize = 2
Output: [['a', 'b'], ['c', 'd']]
Explanation: The list is perfectly divided into chunks of size 2
