Check if a decimal number is effectively zero. Return true if the absolute value of the number is less than 0.001 (treating very small numbers as zero), false otherwise. Handle numbers with up to 4 decimal places.

Examples:

Input: num = 0.0009
Output: true
Explanation: 0.0009 is less than 0.001 in absolute value, so it is considered effectively zero

Input: num = -0.0015
Output: false
Explanation: -0.0015 has an absolute value greater than 0.001, so it is not considered zero
