Output: [2, 1, 3]
Explanation: 2 appears 3 times, 1 appears 2 times, 3 appears 1 time
Input: numbers = [4, 4, 5, 5]
Output: [4, 5]
Explanation: Both appear 2 times, sorted by value (4 before 5)
Input: numbers = [7]
Output: [7]
