Query all accounts in the org and count how many accounts exist for each rating value. Return a map where each key is a Rating value and each value is the count of accounts with that rating. If no accounts exist in the org, return an empty map.
Examples:
Input: (no parameters, queries org data)
Output: {'Hot': 15, 'Warm': 11, 'Cold': 4}
Explanation: Count of accounts grouped by Rating field
Input: (org with no accounts)
Output: {}
Explanation: Empty map when no data exists
