Query all Contact records where the Department field matches a given department name. Return a list of full names formatted as "FirstName LastName", ordered alphabetically by last name. Return an empty list if no contacts are found or if the department parameter is null or empty.
Examples:
Input: department = 'Technology'
Output: ['Priya Sharma', 'Marcus Webb', ...]
Explanation: Returns full names of all contacts in the Technology department, sorted by last name
Input: department = 'NonExistent'
Output: []
Explanation: No contacts found for a department that does not exist
Input: department = null
Output: []
Explanation: Null input returns an empty list immediately
